This case will deal with the mechanics of developing a DB evaluation plan.
It is intended to demonstrate the consequences of failing to create an evaluation plan that provides a means to give credit to desirable aspects of a proposal that the owner did not contemplate when it developed the evaluation plan.
It’s underlying intent is to reinforce the notion that best value award can be made to a proposal that is not the lowest price…thus, the evaluation plan should reflect that approach.
